School Property Tax Elimination Act of 2007

Pennsylvania Property Tax Reform has a great opportunity to get passed this fall if you get involved... please take the time to read the information on current legislation that would eliminate School Tax on property and move it to a state wide sales tax or SUT (Sales and Use Tax). Evaluate the information and decide for yourself, but please act by contacting your State Representatives who will vote for you...

A group of lawmakers has been working on a The Plan for Pennsylvania's Future for several years to eliminate school tax on private property and stimulate the economy in Pennsylvania. The School Property Tax Elimination Act of 2007 is a complete fix of a major problem, not a temporary solution to a problem that has become the number one reason for senior citizens to be pushed out of their homes by ever increasing school taxes and keeping lower income citizens in rental because they can not afford the mortgage payments with the school taxes added.

The state representatives have worked very hard on The Plan to research and write acts of legislation necessary to eliminate school property taxes and stimulate economic progress thru-out the state. This bipartisan group of representatives have announced their plan for Pennsylvania's Tax Reform.

Plan Highlights:  School Property Tax Elimination Act of 2007

BENEFITS TO CONSUMERS

  • Produces significant economic gains for Pennsylvanians from all walks of life, including the creation of an estimated 139,000 new jobs in the first three years.
  • Homeowners will benefit from unprecedented financial freedom and hope without the oppression of rising property taxes.
  • Senior citizens will no longer be forced out or evicted from their homes due to property tax bills they cannot pay.
  • Farmers will not have to sell family properties that have been handed down for generations.
  • Renters will benefit from the prospect of qualifying for home ownership and stabilized rent costs.
  • Consumers will experience easier and more accurate shopping (i.e. the price you see is the price you pay, no need to determine if it is a taxed item or not).

BENEFITS TO EDUCATIONAL SYSTEM

  • Stabilizes a crumbling school financing system by replacing an outdated, inadequate and inequitable revenue source (school property taxes, etc.) with a broad based, modernized and sufficient revenue stream (Sales and Use Tax).
  • Creates a dedicated Educational Operating Fund (EOF) separate from the General Fund into which all SUT (Sales and Use Tax) revenues would be deposited. From this schools would be adequately funded and provides for an Education Trust Reserve (ETR).
  • Allows local school districts to focus on academic instruction and student performance rather than the lack of school funding.

BENEFITS TO BUSINESS

  • Creates 139,000 good-paying jobs in just the first few years.
  • Reduces school property taxes by 50%, the second largest fixed expense for most businesses.
  • Reduces the cost of business compliance, bureaucracy enforcement and the continual fear of yearly audits.
  • Modernizes an archaic property tax system by replacing this tax with a broadened, sales tax.
  • .
  • Stimulates ongoing new construction and investment in Pennsylvania.
  • Improves the state-to-state competitive economic advantage to make Pennsylvania more attractive to businesses.
